As of Dec 21 2007 they had a 1 year plan at 11.1 cents a kWh with no monthly service fee. As of Feb 2009 they have a rate in Dallas at 11 cents kWh for 1 year fixed and slightly higher in Houston. Rates have climbed quite a bit since this article was written back in December of 2007 but came back down again in historical fashion as of Feb 2009. Right now Startex Power still offers a consistently lower rate then the other Texas electric companies.
